Overview:

Turkish World Values Application and Research Centre was established on 31 August 2010 under the Rectorate of Çanakkale Onsekiz Mart University. The mission of the centre is to examine the history, language and literature works, archaeology, art, current political, social and economic situation of the Turkic world in accordance with the establishment decision, and to carry out studies that highlight the cultural values of the Turkic world and reveal their importance. Conducting scientific research on the Turkic world, examining the works, important and valuable cultural assets of the Turkic world that have not yet been examined with the participation of Turkic studies researchers are among the main objectives of the establishment of the centre.

On the other hand, Türkiye has a special place and importance in the Turkic world in terms of its strategic position. With the responsibility that this brings, our centre considers it as a principle to support and pioneer the joint work of the countries of the Turkic world. Çanakkale, with its rich history, is an important city for the studies of the Turkish World Values Application and Research Centre. Our city, which has very important and wide opportunities in terms of cultural and historical richness and dazzling with its natural beauties, continues to host the research, promotion and dissemination of Turkish World Values to large masses.

Objectives:

            a) To analyse the history, language and literature, archaeology, art, current political, social, economic situation and all existing cultural values of the Turkic world,

             b) To carry out scientific researches on the Turkic world and to ensure the participation of Turkiat researchers in these researches,

             c) To prepare projects and find solutions for mobilising the influence of the Turkic world and its values in order to protect and strengthen Turkey's worldwide prestige,

             ç) To research, collect and evaluate the studies conducted in and outside Turkey on the Turkic world and to support the studies in progress,

             d) Under the roof of Çanakkale Onsekiz Mart University, to create a ÇOMÜ Turkish World Library and Documentation Centre consisting of books, newspapers, magazines, brochures, posters, audio and video recordings published in the Turkish world, and to implement this formation project;

             e) To organise scientific activities on every subject related to the field of activity of the Centre by organising national and international meetings and to announce the results obtained to the Turkish and world public,

             f) To make the knowledge and experience of our scientists working on this field into permanent works by publishing scientific publications such as books, magazines, etc. related to the Turkish world,

             g) In order to make the Turkish language a common language of communication in the Turkic world, to open courses, to make publications through face-to-face or distance education,

             ğ) To cooperate with institutes, centres, individuals and organisations in Turkey and abroad which are engaged in studies related to the Turkic world,

             h) To provide scientific and professional support to written and video media programmes on Turkish history and culture,

             ı) To organise short-term research and study trips to important centres of Turkish history, culture, tangible and intangible cultural heritage in Turkey and abroad in accordance with the purpose of the establishment,

             i) Within the framework of the legislation on higher education in accordance with the purpose of its establishment to perform other duties assigned to it.

Scope:

      The strategies and objectives presented by the Turkish World Values Application and Research Centre have been determined by taking into account the institutional mission, vision, strategic goals and objectives of our centre within the scope of Çanakkale Onsekiz Mart University strategic goals. The planning of our centre for 2024-2028 is designed to conduct research on Turkish history, culture and values at home and abroad, to improve the relations of the Turkish world and to carry out joint works together.

Çanakkale Onsekiz Mart University Introduction

Founded on 03 July 1992 with the law numbered 3837, Çanakkale Onsekiz Mart University started to provide education with Çanakkale Faculty of Education, Çanakkale Vocational School and Biga Vocational School, which were transferred from Trakya University in 1992-1993 academic year.  With its academic and social activities that contribute to the national and international promotion of Çanakkale, a city of peace and culture shaped by historical assets and values such as Touruva, Gallipoli, Aleksandra Troas, Assos, Ida Mountains, Çanakkale Wars, Çanakkale Martyrdom, Dardanelles, Dardanelles Strait and protected areas, with its understanding of behaviour, work and management based on Atatürk's Principles and Revolutions and contemporary values of the Republic of Turkey; The university is a university that can act with free will, think independently and creatively, equipped with entrepreneurial culture, harmonious, high participation in courses and research, prone to teamwork, sensitive to Çanakkale, Türkiye and world problems and values, and makes institutional contributions.

 

The Goal of Becoming a University Taking Sustainable Performance and Development as a Reference:

Our university stands out with its students who meet social, professional and academic expectations, its strong technological infrastructure and logistics, and its faculty members who carefully teach and lead students. These faculty members publish at national and international level, present papers, organize academic events and establish sustainable dialogues with their environment. Our faculty members, who are highly motivated to propose projects in order to contribute to the institution, have criteria in accordance with international norms that make academic promotion and evaluation objective.

Contributing to the Vision of Çanakkale:

In order to contribute to the vision of "Çanakkale as a world city", we organise symposiums, congresses, researches and similar academic activities with increased participation from the international academic environment.

Education and Training at International Level:

Through our Faculties, Colleges and Vocational Schools, we provide education and training at national and international level, publish and evaluate our performance according to international norms. Our academic staff is of ideal number and quality and trains researchers, human resources and managers equipped with the history, philosophy and methodology of science for the business world, public and non-governmental organisations. Our graduate programmes focus on training academic staff for our university.

We are a pioneer with our faculties, colleges and vocational schools that have curricula that meet Turkey's entrepreneurial, business world's need for human resources and managers.

Introduction of Turkish World Values Application and Research Centre:

Turkish World Values Application and Research Centre was established in 2010 under the Rectorate of ÇOMÜ. The mission of the Centre is to examine the history, language and literature works, archaeology, art, current political, social, economic, situation and all cultural values and heritage of the Turkic world in accordance with the decision of its establishment. Conducting scientific research on the Turkic world, examining the works of the Turkic world that have not yet been examined with the participation of Turkic studies researchers are among the primary study objectives of the centre. Turkey is a country of great importance in the Turkic world with its geographical and cultural characteristics. While our country bears such a responsibility, our centre considers it as a principle to support and pioneer to ensure that the countries of the Turkic world carry out joint studies.

The general aim of our centre is to research the cultural assets and historical, social and economic values of the Turkic world, to protect and develop these values, and to transfer them to the society through various projects and activities.

Scope of the Centre

1. Research and Publications:

  • To conduct scientific research on the cultural values of the Turkic world and on historical, social and economic issues.
  • To share the results of these researches in the form of reports, articles, books and other publications.

2. Education and Information:

  • Organising training programmes, seminars, conferences and workshops on the Turkic world.
  • Providing scholarships and research opportunities for university students and academicians.

3. Cultural Activities:

  • Organising traditional arts, music, dance and other cultural events of the Turkic world.
  • To develop projects for the protection and promotion of cultural heritage.

4. International Cooperation:

  • To cooperate with the countries and communities of the Turkic world in academic and cultural fields.
  • To carry out joint projects and research programmes.

5. Consultancy and Project Development:

  • To provide consultancy services to the public and private sectors on projects related to the Turkic world.
  • To develop and implement social and economic development projects.

Unit Status Analysis:

Turkish World Values Application and Research Centre is in cooperation with state institutions, private organisations and municipalities. The activities carried out and completed within our Centre are listed below. These projects are based on the researches to be carried out in cooperation with the Turkic world, the studies to be carried out in the development and dissemination of Turkish and the examination of the works of the Turkic world.

  1. An International Promotion Organisation was held by our Centre in Turkestan in April 2023.
  2. Our centre was introduced to the lecturers of ÇOMÜ Turkish Education Department in 2023. Discussions were held about possible joint activities.
  3. In November 2023, a meeting was held with ÇOMÜ Turkish Education undergraduate and graduate student representatives.
  4. In November 2023, the full text of the paper titled "Comparison of Two Newspapers Published in Tashkent and Istanbul in 1918 in Terms of Turkishism" was published.
  5. On 5-7 March 2023, Prof. Dr. Yusuf AVCI participated as an invited speaker in the Turan Library in Tashkent, the capital of Uzbekistan, under the auspices of the Organization of Turkic States and the Presidency of Uzbekistan: Ideas, Goals, Tasks and Contributions to the Development of Turkestan" Conference has been published.
  6. Prof. Dr. Yusuf AVCI participated as an invited speaker at the conference "The Jadidism Movement and the Problems of Learning its Effects on Turkestan Literature" held in Tashkent on 13 October 2023.
  7. Director of the Turkish World Research Center Prof. Dr. Yusuf AVCI participated as an invited speaker at the conference titled "Jaddlar Adabıy Merosınıng Manvavıy - Marıfıy Ahammıyatı Va Jamıyat Taraqqıyotıdagı Orını Mazısudagı Xalqaro Ilmıy Amalıy Anjuman Matertıallar" held at Fergana State University on 17-24 April 2024 in Uzbekistan.

Strengths of  The Centre

  • We have strong communication channels to follow the culture-based relations of the Turkic world.
  • We have a strong academic staff in the fields of Turkic world, language and culture.
  • Full access and access to resources and publications in this field is provided.
  • Our personal and academic relations with the Turkic world are sustainable at the highest level.

Weaknesses

  • Our centre does not have its own budget as a unit.
  • Academic studies affiliated to the Centre need financial support.
  • Our centre needs financial support for participation in events abroad.
  • Our centre needs financial support for inviting important Turkologists and organising national and international events.

Opportunities

  • It is in cooperation and close communication with the Organisation of Turkic States.
  • The process of transition to the Latin alphabet is of great importance with the recent joint decision taken with the Turkestan Republics.

Threats

  • Economic deficiencies are seen as a threat.
  • Political balances in Central Asia pose significant threats.

Monitoring and Evaluation

Although our centre is very valuable in terms of studying and researching the works of the Turkic world, various studies cannot be carried out under certain conditions due to the lack of any source of income. Similarly, there is no staff for secretarial activities within the centre. All correspondence, preparation of official documents, web design, etc. are carried out by the centre director, deputy directors and members of the board of directors. This affects the efficiency and speed of work.
