ÇANAKKALE ONSEKİZ MART UNIVERSITY VALUES OF THE TURKISH WORLD

APPLICATION AND RESEARCH CENTER REGULATION

PART ONE

Purpose, Scope, Basis and Definitions

             Objective

             ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, fields of activity, governing bodies and duties of these bodies of Çanakkale Onsekiz Mart University Turkish World Values Application and Research Center established under the Rectorate of Çanakkale Onsekiz Mart University.

             Scope

             ARTICLE 2 - (1) This Bylaw covers the provisions regarding the objectives, fields of activity, governing bodies and duties of these bodies of Çanakkale Onsekiz Mart University Turkish World Values Application and Research Center.

             Basis

             ARTICLE 3 - (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.

             Definitions

             ARTICLE 4 - (1) In this Regulation

             a) Center (TÜDAM): Çanakkale Onsekiz Mart University Turkish World Values Application and Research Center,

             b) Center Director: The Director of the Center,

             c) Center Board of Directors: The Board of Directors of the Center,

             ç) Advisory Board of the Center: The Advisory Board of the Center,

             d) Rector: Rector of Çanakkale Onsekiz Mart University,

             e) University: Çanakkale Onsekiz Mart University

             refers to.

SECTION TWO

Aims and Areas of Activity of the Center

             Purpose and tasks of the Center

             ARTICLE 5 - (1) The objectives of the Center are as follows:

             a) To examine the history, language and literature works, archeology, art, current political, social, economic and cultural situation of the Turkic world,

             b) To conduct scientific researches on the Turkic world and to ensure the participation of Turkiat researchers in these researches,

             c) To prepare projects and produce solutions for the mobilization of the potential power of the Turkic world in order to strengthen Turkey's place in the world conjuncture,

             ç) To collect and evaluate studies on the Turkic world in Turkey and outside Turkey, and to support ongoing studies,

             d) To establish a Turkish World Library and Documentation Center consisting of books, newspapers, magazines, brochures, posters, audio and video recordings published in the Turkic world,

             e) To organize national and international meetings to exchange information and ideas on every subject related to the field of activity of the Center and to announce the results obtained to the Turkish and world public,

             f) To publish books and journals on the Turkic world and to turn the knowledge and experience of our scholars working in this field into permanent works,

             g) To open courses in order to make the Turkish language a common language of communication in the Turkic world and to provide distance education and broadcasts on site or over the internet,

             ğ) To cooperate with institutes, centers, individuals and organizations in Turkey and abroad that are engaged in studies related to the Turkic world,

             h) To provide scientific support to written and video media programs to be prepared on Turkish history and culture,

             ı) To organize short-term research and study trips to centers that are important for Turkish history and culture in Turkey and abroad in accordance with the purpose of its establishment,

             i) To perform other duties assigned to it within the framework of the legislation on higher education in accordance with the purpose of its establishment.

             Areas of activity of the Center

             ARTICLE 6 - (1) The fields of activity of the Center consist of all old and new homelands where Turks have lived in history, all Turkish communities that have lived and are living in these homelands, the cultural works created by Turks in these homelands, especially works of history, language and literature, and the relations of Turkish culture with surrounding cultures and all kinds of activities to be carried out in this field in order to realize the objectives specified in Article 5 of this Regulation.

PART THREE

Governing Bodies and Duties of the Center

             Organs of the Center

             ARTICLE 7 - (1) The governing bodies of the Center are as follows:

             a) Center Director

             b) Center Board of Directors,

             c) Center Advisory Board.

             Center Director

             ARTICLE 8 - (1) The Director of the Center is appointed by the Rector for three years from among the faculty members of the University in the disciplines of history and Turkish history, contemporary Turkish dialects and literatures, culture and folklore of Turkic studies, which is the general field of study of the Center. The Center Director whose term of office expires may be reappointed. Upon the recommendation of the Center Director, the Rector appoints up to two persons from among the University faculty members working in the disciplines of Turkish history, history of Turkic studies, contemporary Turkish dialects and literatures, culture and folklore as the deputy director of the Center for three years.

             (2) The Center Director and deputy directors are natural members of the Center Board of Directors. The Center Director may propose the replacement of his/her deputies when deemed necessary. When the duty of the Center Director ends, the duty of his/her deputies also ends. When the Center Director is absent from his/her duty, one of his/her deputies acts in his/her place. If the deputyship lasts for more than six months, a new Center Director shall be appointed.

             (3) The Center Director is primarily responsible for the orderly execution of the studies specified in this Bylaw, the supervision and control of all activities of the Center, and reports to the Rectorate of the University about the functioning and activities of the Center at the end of each academic year and upon request.

             Duties of the Center Director

             ARTICLE 9 - (1) The duties of the Center Director are as follows

             a) Identifying members from different fields of science who can serve on the Center's Board of Directors and proposing them to the Rector for appointment,

             b) Representing the Center and chairing the Board of Directors of the Center,

             c) To carry out the administrative affairs of the Center,

             ç) To determine the meeting agenda of the Board of Directors of the Center and to call for a meeting,

             d) To make the necessary protocols and agreements on the issues decided by the Board of Directors of the Center,

             e) To organize, execute, coordinate and supervise the activities of the working groups established within the Center, to present the work reports decided by the Center's Board of Directors to the relevant parties and to finalize them,

             f) To implement the decisions of the Center Board of Directors within the framework of this Regulation.

             Central Board of Directors

             ARTICLE 10 - (1) The Board of Directors of the Center consists of seven members in total, including the Center Director and deputy directors, and four members appointed by the Rector for three years upon the proposal of the Center Director from among the University faculty members engaged in scientific activities related to the field of study of the Center. Members whose term expires may be reappointed. A new member is appointed by the Rector upon the proposal of the Center Director to complete the remaining period in place of the member who leaves before the expiration of his/her term or who cannot attend the meetings due to assignment for more than six months.

             (2) The Center Board of Directors convenes at least once a month upon the call of the Center Director by absolute majority and decisions are taken by majority vote. The Center Director is also the chairman of the Center Board of Directors. In the absence of the Center Director, this duty is undertaken by the deputy director of the Center who deputizes the Center Director. When deemed necessary, the Board of Directors of the Center may establish temporary working groups to implement projects related to the Turkic world and regulate their duties. The Center Board of Directors is an auxiliary body to the Center Director in matters related to the management of the Center. The Center Director may also call the Center Board of Directors to a meeting in extraordinary circumstances.

             Duties of the Center Board of Directors


             ARTICLE 11 - (1) The duties of the Board of Directors of the Center are as follows:

             a) To ensure the preparation and implementation of plans and programs related to the activities of the Center, to determine the administrative and technical staffing needs of the Center,

             b) To form working groups to be established within the Center and to determine the candidates to be assigned to these groups,

             c) To evaluate the projects and requests of the Center staff on research, investigation, compilation and publication and to make recommendations,

             ç) To cooperate with domestic and foreign scientific, research and research institutions, private and public organizations, foundations and associations to carry out projects and mutual aid in accordance with its objectives and duties,

             d) To prepare the annual activity reports of the Center,

             e) To discuss and decide on other issues to be proposed by the Center Director,

             f) To perform other duties assigned by Law No. 2547.

             Center advisory board

             ARTICLE 12 - (1) The Advisory Board of the Center consists of expert scientists who have knowledge, experience and works in the fields of activity specified in Article 6 of this Bylaw and representatives of institutions working in this field. Election as a member of the Center Advisory Board and termination of membership is realized with the decision of the absolute majority of the Center Board of Directors. The maximum number of members of the Center Advisory Board is ten.

             (2) The Center Advisory Board convenes at least twice a year upon the written invitation of the Center Director and takes advisory decisions without an absolute majority.

SECTION FOUR

Miscellaneous and Final Provisions

             Staffing needs

             ARTICLE 13 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector according to Article 13 of Law No. 2547.

             Fixtures

             ARTICLE 14 - (1) All kinds of instruments, equipment and fixtures purchased within the scope of the researches supported by the Center are allocated to the use of the Center.

             Effectiveness

             ARTICLE 15 - (1) This Regulation enters into force on the date of its publication.

             Execution

             ARTICLE 16 - (1) The provisions of this Regulation are executed by the Rector of Çanakkale Onsekiz Mart University.
